Paul Biya B. Mvondo, President of La Republique du Cameroun (LRC), has requested Camerounese parliament to pass a bill permitting him to reinforce the importation, circulations and use of firearms in that country.
According to the bill presented to the security commission of the National Assembly, Wednesday November 22 2017, Paul Biya will hide behind the Geneva Convention of arms trade treaty adopted in New York in 2013 to suffocate the exports, imports, transit, or transhipment of conventional arms in all borders of Cameroun.
Also, the ratification of the bill will permit Camerounese defence forces liaise with the neighbouring countries so as to perturb any transit of conventional arms. The bill will also permit the colonial defences forces to seize even licenced guns and arrest individuals, if the arms are at any time undermines the peace and security of Cameroun.
The bill comes one year after another was promulgated into law. The previous bill that seems to be witnessing an upgrade, permitted the president to promulgate into law, the regulation of the use of general weapons and ammunition.
Biya, panicked of the new strategy and stance taken by the Southern Cameroons Governing on using all options (including intervention) open in reclaiming the sovereign states of Southern Cameroons, seems to enforce this new bill to create an offensive. It should be noted that the tight security enforced in Southern Cameroons compounded curfews instituted by the illegal occupier, defence forces of Southern Cameroons have been able to carry out some successful operations against the forces of the occupier.
More still, the incident in Zimbabwe where a monarch like Biya was forced to leave power after 37 years of rule, possibly could have sent shivering waves down the spines of Paul Biya. His arms control move will also create new surveillance even at his inner circle to curb all moves from his hinge men in using some Machiavelli tactics to oust him.
Cameroun for the past 35 years has been existing on a very tight arms security. It takes just the fortunate few who have high links with the Biya cohorts to own a gun licence. Yet, arms control has always been a very big problem in the country. From Armed robbers, to hitmen, and trade of arms, the corrupt government has on several occasions enact laws that are useless.
