According to The Wrestling Observer, the current plan in WWE remains for Brock Lesnar to defend his WWE Title against John Cena at the Royal Rumble in January.
There had been speculation that the bout will take place at WWE TLC since Cena has already been named the #1 contender and Royal Rumble is not until January, but the plan remains for the bout to take place at the Rumble unless plans change.
While WWE has been advertising Roman Reigns for live events in December, a WWE source noted it looks like Reigns will not be back by then, and his return might not come until after the Royal Rumble. No matter when Reigns returns though, the current plan in WWE remains for Lesnar to retain against Cena at Royal Rumble then go on to face Reigns for the title at WrestleMania
