Honourable Joseph Wirba Mbiydzenyuy of the Jakiri Constituency, has finally reported President Paul Biya and all his atrocities on Southern Cameroons to the United Nations and the International Community including France, Britain, USA, Germany, the International Court of Justice at the Hague and other International Human Rights wings.
In a five (05) paged letter signed on September 7, 2017, Hon. Wirba began by the recent shootings and killings in his constituency. He enumerated how Biya has deprived Southern Cameroons from its developmental tools, by baisedly shutting down all the companies owned by Southern Cameroonians. |

The SDF member of Parliament wrote on the exploitation of the resources of Southern Cameroons as well, to the profits of a different community, and finally pleaded with his audience to push Biya and his government to call a dialogue with the Anglophone people.

AN OPEN PLEA TO THE UN SECRETARY GENERAL AND THE INTERNATIONAL COMMUNITY ON THE CONTINUOUS SUB-HUMAN TREATMENT OF WEST CAMEROONIANS RESULTING IN FIRE, TERROR AND GENOCIDE IN BUI DIVISION OF CAMEROON AT "SCHOOL REOPENING" WITH CASUALTIES THAT ARE RISING BY HONORABLE WIRBA JOSEPH MBIYDZENYUY, MP FOR JAKIRI SPECIAL CONSTITUENCY.
Definition: West Cameroon as used in this document refer to the inhabitants of the area who were born and bred in the former British Southern Cameroons. tater known as West Cameroon, covering tor. North West and South West Regions.
1) Take judicial notice of genocide perpetrated on our people, Monday 4. September 2017 by the Commanding Officer Cameroon Gendarmerie military forces of Bui division; who ordered his men to mastermind the cold blooded killing of a 16 year old form 3 student,Sevidzem Cyprian and Abdul.12, and at least 10 others shot and wounded, some of whom are In critical condition In the local hospitals; with silent complicity and blessings of President Paul Blya as Commander In Chief of the Arm. Forces of Cameroon, who a few days earlier shocked our people by putting West Cameroon under direct military rule by deploying thousands of armed troops to this territory on the pretext of securing 'school reopening" In West Cameroon;
2) Take judicial notice of President 1:1,a earlier ordering forceful Interruption and severance of Internet services of communication, which lasted for over 3 months selecting West Cameroon for this Indiscriminate sanction, and In the process killing Infant small and medium site businesses and compromising the future of young West Cameroonian entrepreneurs with the silence of the international community, especial, when the cutting of Internet was being used as strategy of genocide. Internet was restored after 3 months without an apology, or a, kind of compensation for West Cameroonian: who went out of business because of this reckless management and repression of West Cameroon grievances, which were not only educational and judicial spheres but also economic. political and social, and the general injustice done to this minority group which existed as a people with a defined geographical zone, government and parliaments including the House of Chiefs; an advanced justice machinery which allowed free and fair elections and orderly change of government; where the Prime Minister of Southern Cameroons in 1959, Dr lohn Ngu Foncha took over helm of government from Dr EMI. Endeley in the capital of Buea.
Following the subversive illegal referendum of May 1972 in which West Cameroonian became victims, this situation of injustice has been used to consider all Cameroonians as suspects following the injustice done to them by the 1972 mascaraed organized by Ahidjo, to preserve French interests in Cameroon at the expense of West Cameroonians, and when there was no real problem to justify the illegal change of the form of the Federal Republic of Cameroon with 2 federated states of equal power and statues. Since then,the history of Cameroon has been distorted and hidden from young Cameroonians in order to hide the mischief and shame of 1972 in which West Cameroonian victims have been forced to celebrate the death of their freedom, the death of their culture and the death of their state bs annexation, when the 20th May day was forced on our helpless people.
3) Take judicial notice that in spite of my constitutional immunity as Member of Parliament, a written order was issued for my arrest, in an attempt to deprive me of my liberty to speak out against injustice to the people of West Cameroon; and the police and gendarmes chased me through the country until I had to run for my dear life and take refuge In neighbouring Nigeria, where I spent 5 months in reflections which gave me the patriotic courage to decide on my return to my homeland despite the dangers, to confront our oppressors, and either go to jail or get killed for defending my people. All of this being part of the total contempt for all West Cameroonians by the institutions of the Republic of Cameroon, where the rule of law has given way and been sacrificed for political interests and expediencies to ensure the survival of a regime that treats our people with the disdain of slavery;
4) Take judicial notice that at this material time of September 2017, because of the blind and arbitrary mass arrests unleashed against West Cameroonian lawyer Agbor Balla Nkongho, the learned and distinguished Supreme Court Magistrate Ayah Paul Abine, university Don Dr Fontem (who have just been temporarily released); there still are hundreds of West Cameroonians incarcerated In various prisons in Yaounde, among whom are Mancho Biblixy and Penn Terence. Presently, there are more than 500 West Cameroon opinion leaders on the run for their lives, among them Lawyers, teachers and civil society leaders, many of whom have suddenly become refugees in neighbouring Nigeria, a nation to which we give special thanks for their hospitality, assistance and solidarity;
5) Take judicial notice of systematic and planned destruction of all strategic West Cameroonian key private businesses such as NANGAH Company, K. Company, Atabong Enterprises, Che Company, Carncroon Bank with head office at Victoria, AMITY BANK Cameroon with head office at Bamenda; which has been with the complicity of the MINFI/National Monetary Authority and has been killed principally by COBAC (Banking Commission of Central African States) which is managed by BFAC (Bank of Central African States) through the French Treasury; to help keep all West Cameroonians poor and weaken them politically and to exclude them from vital and strategic economic sectors. For 17 years, the West Cameroonian Founder of Amity Bank has been denied audience by all successive Ministers of Finance and National Monetary Authorities of Cameroon, thus defrauding thousands of West Cameroonian investors of their huge investment;
6) Take judicial notice that despite seven (7) final court orders both from the CEMAC and national jurisdictions, for 17 years now, since August 2000, the competent Cameroon authorities at all levels including COBAC, BEAC, CEMAC Executive Secretariat, Ministry Of Justice, Minister Of Territorial Administration, MINREX, Presidency of the Republic, have all deliberately refused to ensure the enforcement of all these national and CEMAC court orders in order to guarantee the permanent death of Amity Bank, a West Cameroonian bank founded and promoted by Fonka Shang Lawrence, former speaker of the National Assembly, And it was this same Amity Bank which later salvaged West Cameroon education from disappearing from the Cameroon educational landscape, after the then Minister Of National Education (Rene Ze Nguele) had announced the dismantling of West Cameroon educational system and the GCE in Cameroon; following the forceful dismantling of English speaking state of West Cameroon on 20th may 1972, and which was masterminded by the French government under Pompidou in order to control and confiscate oil reserves found at the time only in West Cameroon;
7) Take judicial notice of Francophone monetary cooperation arrangements with France which exists only In the French language and which violate frontally, the Cameroon Constitution against the Interests of West Cameroonians and to the detriment of English speaking Cameroonians, where official language of CEMAC court In Ndjamena, Tchad, is French and West Cameroon lawyers are forbidden to present even their letters of constitution In the English language, which is an official language of Cameroon. (Case of Lawyer Harmony Bobga Mbutton in 2001/2002 before the CEMAC Court of Justice at Ndjamena, Tchad);
8) Take Judicial notice that with blessings of President Biya and the Cameroon government, all official money and bank notes imposed on population of West Cameroon are only in the French language in violation of the Cameroon Constitution, as part of the silent plot and plan to exterminate our culture and destroy the minority identity of the English Speaking peoples, so that we become extinct and irrelevant in Cameroon aided by France, and with the silence of the international community;
9) Take judicial notice that all Banking Texts Rules and Regulations for creating bank, all Text Roles for top level business sectors (timber, oil etc.), all Financial Houses and credit establishments, exists in Cameroon only In French, to discourage the creation and existence of West Cameroon Owned banks in the financial service sector, and to keep out West Cameroonians from all top level businesses. As a consequence, all French banks in Cameroon refused the opening Of a Capital account for the creation of Amity Bank(a West Cameroon owned bank) and SGBC (Societe Generale des Banques au Cameroun) and went as far as forcing the founder of Amity Bank to close all capital accounts that were already opened in their branch network because according to the French General Manager (Mr Kuleman) there was no place for new banks In Cameroon,
10) Take judicial notice that the dismantling of the minority state of West Cameroon in May 1972 was a calculated and premeditated violation of the 1961 Foumban Federal Constituition of Cameroon, in order to absorb and assimilate West Cameroonians Into French culture, control and use their raw materials especial, oil without their consent or participation, with the silence of the International Community especially Great Britain,
11) Take judicial notice that the absence of the rule of law in Cameroon, coupled with and compounded by generalized and centralized rampant corruption, has penalized especially West Cameroonians as a minority with almost no recourse, aggravating their prolonged Human Rights violations, as West Cameroonians are absent in all key decision circles of government and the ruling party where there is not even a West Cameroonian as an Assistant Secretary General or any of the Advisers of the Central Committee;
12) Take judicial notice of the stigma and suspicion hanging on every West Cameroonian after 1972, that almost all West Cameroonian hand-picked only from the pool of former security agents and Anglophone traitors who are appointed by Mr Biya, making sure the West Cameroonian electorate have no say in who is appointed as their so called leader as these appointees are only answerable to the head of state, and not to the people they are supposed to represent. It is part of the strategy of subjugation of the West Cameroonian minority to ensure they stay as suspects, who cannot be trusted to hold positions of sovereignty, coupled with no form of auto determination even at the level of local government.
HOW LONG WILL ALL WEST CAMEROONIANS BE TREATED AS SUSPECTS IN THEIR OWN COUNTRY FOLLOWING THE INJUSTICE OF DISMANTLING THEIR STATE. IN 1972?
13) Take judicial notice that Federation is the best form of Decentralization and in fact it is the universally accepted form of decentralization all over the world (USA, Canada, Germany, Switzerland, Nigeria, etc.) and which opens economic options to create economic laws to take advantage of local realities and Inherent economic advantages and to stimulate economic growth, prosperity, healthy competition, efficiency and broaden the scope for local Initiatives to fight unemployment of the young people;
TAKE SPECIAL NOTE SIRS, THAT THE FEDERAL FORM OF STATE HAS BEEN REJECTED OUTRIGHT BY THE BIYA REGIME LEAVING WEST CAMEROONIANS WITH ONLY THE LAST OPTION -- CAN ANYONE THEREFORE BLAME THOSE WEST CAMEROONIANS WHO ARE NOW DEMANDING THE TOTAL RESTORATION OF THE INDEPENDENCE OF THE STATE OF WEST CAMEROON?
14) TAKE JUDICIAL NOTICE THAT THE WEST CAMEROON PEOPLE HAVE SUFFERED THESE AND OTHER UNBEARABLE INJUSTICES AND ABUSE THAT INCLUDE NEGLECT, DEPRIVATION, HUMILIATION, RAPE, TORTURE, IMPRISONMENTS AND KILLINGS FOR OVER 556 YEARS; AND THAT THE CURRENT RESISTANCE TO GOVERNMENT OPPRESSION IS A CIVILIZED AND LEGITIMATE RESPONSE THAT HAS DOGGEDLY COME TO STAY UNTIL OUR PEOPLE REVERSE THE GROSS TRAVESTIES DONE TO THEM AND THEIR STATE OF WEST CAMEROON.
IN CONCLUSION,
15) Take judicial notice of Dante's reminder In his book INFERNO that the hottest places in hell are reserved for those whom in a time of moral crisis choose to be neutral by sitting on the fence pretending not to hear or know injustice perpetrated, or playing diplomacy. AS Bob Dylan, the Nobel Prize Laureate puts it In his song, Blowing In the Wind, what will it take for the International Community to know that too many West Cameroonians through a system imposed on them by the UN, France and Britain are dying through physical and mental torture, frustrations and marginalization, Human Rights abuses arising from the conspiracy between Britain and France, taking advantage of their membership of the UN Security Council not to respect The UN Trusteeship Agreement, and to breach their statutory duty of leading Southern Cameroons to independence and sell-determination, all of this with the noticeable silence of the International Community;
16) RECOMMENDATION AND PLEA TO THE INTERNATIONAL COMMUNITY
I THEREFORE MAKE AN URGENT APPEAL TO THE UNITED NATIONS AND THE INTERNATIONAL COMMUNITY TO PUSH THE BIYA GOVERNMENT TO HOLD IMMEDIATE, PROFOUND AND GENUINE DIALOGUE WITH THE PEOPLE OF WEST CAMEROON, WHOSE MEMBERS TO SUCH A FORUM SHALL BE CAREFULLY SELECTED BY WEST CAMEROONIANS THEMSELVES; AND WHOSE MISSION WILL BE THE DEMAND FOR A COMPLETE RETURN TO THE STATUS QUO OF 2 FEDERATED STATES EQUAL IN POWER AND STATUS, AS PER THE 1961 FOUMBAN ACCORD, SO THAT THE PEOPLE OF WEST CAMEROON CAN JUDICIOUSLY AND UNANIMOUSLY DETERMINE WHICH PATH THEIR PEOPLE SHOULD TAKE FROM THE ONWARDS; BEFORE THE SITUATION GETS OUT OF HAND.
