In his new address to the nation, the president of the Movement for the Renaissance of Cameroon (Mrc) Maurice Kamto has taken important measures to deal with the spread of the COVID-19 and stressed the possibility of initiating adequate legal procedures to obtain the acknowledgement, by the competent authorities, of the presidential vacancy and its constitutional consequences.
Addressing Friday, April 3, 2020, to his compatriots about the COVID-19 pandemic which is particularly dangerous and which does not spare our country, Maurice Kamto asked the populations of the cities of the Regions of Center, Littoral, West and Southwest to put themselves in confinement from April 6 to 21, 2020.
Diverting attention from the Ngarbuh massacres
Maurice Kamto also proposed a popular initiative called "Survive-Cameroon-Survival Initiative (Scsi). A popular organization of Cameroonians from Cameroon and the Diaspora, which transcends all political, ethnic, religious, philosophical, etc. divisions. And who does not belong to any political party or to any group?An initiative which aims to contribute to coping with the health emergency, providing a response to the social and economic impact of the pandemic; and prepare the battle for the reconstruction of communities and the survival of the nation. Maurice Kamto warned, "those who want to exploit the health distress of Cameroonians for political ends".
In particular "those who hide behind a phantom head of state to take measures below the gravity of the pandemic and the legitimate expectations of Cameroonians", but also those who "open the country to the prospect" of a health disaster with many victims hoping for a “sacred union” which would divert attention from the Ngarbuh massacres; would impose a political silence which would allow them to quietly tinker with an over-the-counter succession for which they flood social networks with false information in order to distract or test the reaction of opinion ”

Maurice Kamto recalled that on Friday, March 27, 2020, he had, in all responsibility, called "the President of the Republic to take personal and direct control of the war against COVID-19" as required the Constitution in force in our country. He even took the Cameroonian people and the international community to witness "in the face of silence
incomprehensible to Mr. Biya ", to the point of engaging him within seven (07) days, from the publication of his communication, to address the Cameroonians," himself, to tell them what his response is against COVID -19 ".
Biya's inability to lead the country
And above all, "to mobilize his compatriots in this war against the invisible enemy, by announcing inter alia the means of financing of the confinement which are essential, as well as the support to households and businesses in order to avoid an economic collapse and social of the country ". The president of the Mrc noted that the seven days have expired and that "Mr. BIYA has not expressed himself, nor has he made himself visible".
He concluded that "Whatever the reasons, he has established his failure as head of state of Cameroon". In particular "at a time when the Cameroonian people most need a commander-in-chief. No army can win a war with the effigies of a commander-in-chief only that the troop neither sees nor hears ”.
Without excluding the idea that "Mr. BIYA is trying a political manoeuvre there, which he is used to: spreading the rumour of his own death to try to test the reaction of the Cameroonians in order to return to display his physical form and taunt his compatriots ", Maurice Kamto finds that" it would be a very serious casually with regard to the imperative of its presence in the dramatic situation in which the country finds itself ”.
Maurice Kamto is formal: “I call on the Cameroonian people to draw all the consequences from this serious failure; the most immediate is his inability to personally lead the country in the fight against the serious danger of the Coronavirus, which we are witnessing a meteoric progression and its first economic and social consequences ”.
Presidential vacancy: soon legal procedures!
According to Mauriçe Kamto "the failure of Mr. Paul BIYA in this moment of serious crisis where, as head of state in office, his presence is more than ever required to personally lead the war against COVID-19" reveals a possible incapacity of the President of the Republic under the conditions provided for by the Constitution.
It is with this in mind that Maurice Kamto indicates that if, within 7 days of the publication of his statement, "the de facto President of Cameroon had not given physical proof that it was he who was at the helm of the State, we would be obliged to initiate adequate legal procedures to obtain the finding, by the competent authorities, of the presidential vacancy and its constitutional consequences, "said Maurice Kamto, reserving further "The right to call for more radical measures".
